Description
This dataset contains qualitative transcripts from six focus group discussions conducted with social housing professionals in France, England, and the Netherlands. Participants included financial practitioners, real estate professionals, legal experts, and social workers, providing diverse perspectives on the role of social housing providers (SHPs) in alleviating energy poverty. The discussions explored targeted interventions such as retrofit prioritisation, behavioural energy advice, rent setting, and housing allocation strategies. Additionally, institutional challenges, including data accuracy, regulatory barriers, and conflicting organisational objectives, were identified. The dataset offers rich insights into the feasibility and impact of targeted energy poverty interventions within the distinct institutional and governance contexts of the three countries.
