Dr. ir. Bastiaan van Loenen is als universitair hoofddocent de wetenschappelijk leider van het Kenniscentrum open data van de Technische Universiteit Delft. Zijn huidige onderzoek is gericht op de bestuurlijk-juridische aspecten van open data. Andere onderzoeksinteresse ligt op het gebied van de ontwikkeling en beoordeling van geografische informatie infrastructuren (GII) vanuit een bestuurlijk-juridisch perspectief. Met zijn onderzoek probeert hij inzichten te verkrijgen in de wijze waarop de toegang tot en het gebruik van de geografische informatie kan worden verbeterd zowel vanuit een gebruikers- als vanuit een aanbiedersperspectief. Verder heeft hij bijzondere interesse in het concept open (data) city waar burger, bedrijven en overheden gezamenlijk met gelijke informatieposities de stad van de toekomst vormgeven.

Bastiaan is voorzitter van de Geo-informatie informatie infrastructuur commissie van de Nederlandse Stichting voor Geodesie en Geoinformatica (NCG), was van 2011-2015 voorzitter van legal and socio-economic working group van de Global Spatial Data Infrastructure Association, adviseerde diverse Europese landen over hun GII implementatie en is als expert verbonden aan diverse Europese projecten op het gebied van geografische informatie infrastructuren. Van Loenen heeft meer dan 100 publicaties op zijn naam staan waaronder artikelen in peer review journals, boeken, boekhoofdstukken en artikelen in tijdschriften gericht op professionals. Van Loenen spreekt regelmatig op zowel nationale als internationale congressen en workshops.

In 2010 kreeg hij de professor T.J. Tienstra prijs voor talentvolste jonge Nederlandse wetenschapper op het gebied van de geo-wetenschappen.

Bastiaan van Loenen (associate professor) holds a PhD from Delft University of Technology, and a M.Sc. from The University of Maine ( Spatial Information Science and Engineering) and TU Delft (Geodetic Engineering). Bastiaan is chairing the Knowledge Center Open Data at the Faculty of Architecture and The Built Environment.

Currently his main focus is on open data: the stimulation of re-use of public sector geo-information (PSGI). Other research interests include the development and assessment of Spatial data infrastructures (SDI), the assessment of access and re-use policies and legal aspects of geographic information (e.g., location privacy, harmonising licenses, intellectual property rights). Of special interest is the concept of the open (data) city where citizens, companies and government together, with equal information positions, design and develop the city of the future.

Bastiaan chairs  the Geo-information infrastructure committee of the Dutch Geodetic Commission, was chair of the legal and socio-economic committee of the Global Spatial Data Infrastructure Association (GSDI) (2011-2015), participated as an expert in the European Legal Aspects of Public Sector Information 2.0 project, the INSPIRE State of Play project and in the eSDInet+ project, and has advised several European countries on INSPIRE implementation. Van Loenen was in 2010 awarded the professor J.M. Tienstraprijs for most talented young Dutch researcher in the geo-sciences domain.

He has (co-)authored over a 100 publications including the co-editorship of Open Data Explored (2018), SDI Convergence; Research, Emerging Trends, and Critical Assessment (2009), A Multi-View Framework to Assess Spatial Data Infrastructures (2008) and Spatial data infrastructure and policy development in Europe and the United States (2004).
