Abstract
In het grondbeleid zijn tal van opgaven, zoals natuurontwikkeling, extensivering van de landbouw en aanleg van infrastructuur die niet zijn gekoppeld aan het realiseren van lucratieve functies, zoals woningen en bedrijventerreinen. Grondbeleid hiervoor vraagt om andere strategieën dan voor lucratieve functies waar het mogelijk is kosten te verhalen om ze te bekostigen.
